Private Organizations and Fundraising
All JBA Fundraising requests must be routed for approval through the 316 FSS/FSR at least 4 weeks prior to the event.
Fundraising Guidelines at JBA
Fundraising on base must follow Joint Base Ethics Regulations and AFI 34-223. Activities cannot take place in workspaces, during duty time, or using government resources. Food fundraisers require Public Health training, and events may not duplicate AAFES or FSS services. Gambling-type activities are not permitted, and special rules apply during CFC/AFAF campaigns
Private Organizations
What is a Private Organization?
Private Organizations (POs) are self-sustaining, special interest groups formed by individuals acting outside of their official government roles. They may operate on Air Force installations only with written consent from the Installation Commander (AFI 34-223).
POs are not federal entities or NAFIs and do not receive government privileges. Instead, they function independently, raising funds and organizing activities to support their members and community interests.
Unofficial activities/organizations are small groups that are not required to be formally established as Private Organizations because their current assets (including cash, investments, inventory and receivables) do not exceed a monthly average of $1,000 over a 3-month period (AFI 34-223 Section 2. 2.2.).
